Terms of Participation
(1) The Manufacturing Safety Alliance of BC is a Certifying Partner for the Occupational Safety Standard of Excellence (OSSE) previously COR. Your participation in the OSSE program is voluntary and does not insulate your company from penalties or prosecution under the Workers Compensation Act or Regulation. If your company is not in a Classification Units (CU) served by the Manufacturing Safety Alliance of BC you can apply for our OSSE program, but your application must be approved through natural alignment by WorkSafeBC.
(2) You must comply with WorkSafeBC Partners in Injury Reduction Standards and Guidelines and the Manufacturing Safety Alliance of BC OSSE Program Procedures that apply to your company. Information relevant to OSSE Program may be shared between the Manufacturing Safety Alliance of BC and WorkSafeBC.
(3) In order to receive the rebate, an employer must be in good standing with WorkSafeBC. You must keep the Manufacturing Safety Alliance of BC and WorkSafeBC updated on any changes that occur within your company, for example; an increase/decrease in the number of employees, changes in CU(s), employer ID, address, or any other relevant OSSE program related information. Failure to do so may affect any rebate and/or OSSE Certification may not be issued.
(4) You can participate in the OSSE / COR incentive rebate program.
(5) OSSE certification is valid for 3 years, providing all requirements of the Manufacturing Safety Alliance of BC standards are met and certification is maintained by submitting annual audits. Companies with more than 20 employees must undergo an external audit for their initial certification and may conduct an internal audit for years 2 and 3. Companies with fewer than 20 employees are currently only required to conduct internal audits. To conduct internal audits during appropriate years, you must train at least one
employee in the Internal Auditor training course relevant to your company’s size and ensure that the Internal Auditor Certification is maintained through refresher training as required by the Manufacturing Safety Alliance of BC. Regardless of company size, you always have the option of engaging a Manufacturing Safety Alliance of BC certified external auditor to conduct the internal audits. However, the cost of engaging the certified external auditor would be borne by the company being audited.
(6) The deadline for conducting the audit and submitting your audit report to the Manufacturing Safety Alliance of BC is December 31st to quality for a rebate in that year. All submitted audit reports will be subjected to review and quality assurance. If your company is registered in multiple CU(s), calculation of the rebate will be based on each registration. WorkSafeBC issues rebates the year following certification and each year after, once the assessable payroll has been calculated. WorkSafeBC has listed the following circumstances in which a company would not be eligible for a rebate:
- The company has engaged in activity which would cause WorkSafeBC to consider imposing, or has resulted in WorkSafeBC imposing, an administrative penalty;
- The company has suppressed claims for compensation or suppressed claims costs;
- The company has an outstanding balance related to its WorkSafeBC employer account;
- The company has failed to register with WorkSafeBC;
- The employer has not reported payroll to WorkSafeBC;
- The company has engaged in other misconduct considered by WorkSafeBC to be inconsistent with participation in the OSSE program.
(7) By participating, you allow the Manufacturing Safety Alliance of BC to conduct on-site audit reviews of your operations to verify audit results. These reviews can be selected at random or triggered by internal review findings.
